I need to start off by saying, I am not a big fan of animals, but I thought this was unneccesary.
I saw this guy about 25 with a small dog on a leash, he got him out of the car to pump gas and the dog was excited and wanted to explore.
He got the leash and started beating him with it; honestly about 12 times.
The dog looked so sad and it made me want to kick the guys ***.

I live in Texas, I only have the guys license plate, should I just let it go or report him?

Please report this person...he has issues..if he can beat a small dog..what else can he do...please turn this in. Call the police...then call animal cruelty...if you saw this done to a child..would you be asking? Animals such as dogs..cats etc. pets in general are innocent and just want love and affection.

No because he did not cause the dog serious harm. Just because it had a sad face doesn't mean anything. You don't know the whole story. I would say you should only turn someone in if the dog is in imminent danger from disease or abuse this dog was slapped with a leash. Things like this are what stop up our justice system
