preferably something that won't be able to fall off? I need to decorate a few for my job but work with food and can't risk glitter getting into the food. thanks for any ideas!

you can always stencile it with spray paint or potatoe print.
Stencile w/ spray paint:
-find a design you want or draw it
-then cut out negative space, but if there are if there are pieces with negative space around it then leave a connecter to the outside
-then place firmly on the hat with cardboard on the inside od the hat so it doesn't bleed through to the other side
-then put news paper around the pattern so there wont be any over spray
-then spray a thin coat and let dry then sray on more layers for darkness of the color and... it wont fall off

Potatoe print:
-take a potatoe & cut it in half
-draw a simple design w/ pencile on the white part of the potatoe
-cut out the negative space (what you dont want to be printed on the hat)
-cover the stamp in paint that will stay (NOT WATER COLOR)
-and cover the hat w/ a freenzy of stamps

I used bigger size beads for my kids' stockings forming their name. It looks really cool especially when we turn the Christmas tree lights on as it shines and glitters. It is just too much work coz I had to sew then in. But I guess you can use hot glue sticks too!

Try one of those Gemagic or Bedazzle things, with that you affix the gem right to the hat, plus they can be very glamorous!

You can put peoples' names on with puff paint. It will dry hard and not fall off into the food.
