Are you making sculpture? Almost all the references come up from companies that are making packaging inserts.
You could beg, borrow or buy the inserts and dump them in water and mix
Or you could cutup newpaper and make paper pulp by blending with a mixer, perhaps add a little white glue or wallpaper paste.
A search on 'paper mache pulp' returns a lot of results.

The benefits of molded fiber begin on the production line, extend to inventory, transportation, purchasing, marketing and sales, and just as importantly impact the end user / consumer. Paper molding creates performance advantages for all involved, and the potential applications for packaging with recycled and environmentally friendly molded pulp are endless.
