A HS diploma should not be required, but is probably easier than developing a department level basic written entrance examination. This would probably be neccessary for the applicants to be able to attend the training programs provided through the TCFP. If the VFD wants funding support for training, they need to follow the TCFP guidelines, regarding basic knowledge and certification of fire department personnel.
