Are the city council men/women on equal level as the mayor? Is the city manager equal to the mayor? Is planning and zoning on equal level?

Depends on the City Charter.
In some cities the Mayor is just the chairman of the council, and is "first among equals".
Alternatively, there are Cities with an "Executive Mayor" who is responsible for running the city.
A City Manager is an employee of the council, who serves at their pleasure.
A Planning and Zoning Board is a construct of the city council. In many places the Planning Board has the same members as the City Council - same people, just a different title.
