Particularly, since I live in Singapore, do you know of any economical places where I can purchase the materials required to start an album as well as pick up some basic tips and techniques without having to pay for classes (This is a one-off project for me!)

It's not really very much fun to receive a finished scrapbook. It's a lot more fun to do it oneself. How about if you do one page to show your affection, and then give her a pretty package with all the materials inside to finish a whole book? You will know what to do when you see all the materials. You just arrange photos on a page with other mementos or decorations. You can find them in Singapore at the Spotlight store at Plaza Singapura. If they try to convince you that you must take a class, remember that scrapbooking started generations ago with SCRAPS and you could make nice pages without buying a single thing, so don't let them intimidate you.

Well, I don't live in Singapore, but I imagine you should have some type of craft store there that would sell what you need. If not, some Wal-Mart's have a scrapbook section. (Look by the school/office supplies if they don't have a craft section.)

First off, since you are new to this, I would recommend you look on the internet at examples. It sounds you want something a little more personal than an album that you just put the pictures in. With a scrapbook, you need an album (or an empty scrapbook), acid free paper, photo safe tape, and an acid free pen (or a printer). If you want, you can always embellish your photos with stickers (make sure those are acid free too) or you can print up clip art or something like that if you don't want to purchase stickers. You need to just use the tape to put the photos on the paper and then tell the story behind each photo (if you feel it's necessary) and the time the photo was taken. Most scrapbook albums allow you to just slip the paper into a protective sleeve that will hold the page.

Scrapbooking is really easy. The paper you buy can reflect the theme you are trying to portray (such as a wedding or birthday). There are lots of different sizes of albums to buy too. Depending on how many pictures there are will depend on the size. Good luck!

So this helps with keeping them preserved and safe forever.

I must respectfully disagree with Kacky! People who like to scrapbook would like to recieve materials to do it themselves. People like me who hate to scrapbook would much rather someone else did it for me! I suck at finishing touches and scrapbooking seems to be an entire craft comprised solely of finishing touches, so I am impressed at anyone else who has that kind of talent!
You certainly don't need to do a class. They seem to churn out a lot of professional looking pages with no personality at all. Look at your bibs and bobs, move them around, look again. When you like how they look, stick them down.
