Emperor Augustus(Gaius Julius Caesar Octavinus)because he controlled almost the whole western world after the Senate decided to appoint him Romes first true Emperor; after Julius Caesars assassination in 44 BC he at only 18 managed by stealth and statesmanship to form Triumvir's(Alliances) with various Senators, and when he was officially proclaimed Emperor after the civil wars he centralised authority and continued Julius Caesars important reforms and civic work programs,he was ruthless(an example was the murder of Caesarion; Cleopatra and Caesars love child) and he won a lot of important battles such as the defeat of Mark Anthony Legions (and occupied Egypt following Cleopatra's suicide)he ordered that buildings be no higher than 6 stories and cleared a lot of the decaying buildings around Rome, his legions suffered a defeat in Germany in 9 AD and finally died(some say poisoned) in 14 AD leaving a lasting Legacy in the fine statues that were erected in his Honor.

How as nobody said Aurelius yet? The last of the Five Good Emperors, give the guy some credit for crying out loud. Though it is a close call between him and Trajan.

Quite a few of them had good attributes. Tiberius (after Augustus) kept the empire the way it was given to him; he also cut back public expenses (which created a surplus) and appointed good provincial governors. One of the best emperors was Trajan, who created the image of a "good emperor" - he kept peace most of the time, undid the bad reforms of his predecessors, worked with the Senate, was a good governor and actually listened to the people and worked with them to create solutions to their problems.

Julius Caesar; born about 44 BC into a rich Aristocratic family he used his many connections to become a Senator he expanded the Roman Empire greatly and was a brilliant Soldier and Statesman,(a little corrupt but who wasn't in that time?)He re-organized the calender ,seduced Cleopatra and he appointed himself Dictator for life in 48 BC and was murdered by the Senate in 44 BC,(his premature murder prevented him officially becoming the Emperor but he virtually was anyway).Following his sudden death and riots the public outrage forced the Senate to decalare him a Diety(Divine) and declare him a God.

I'd say Hadrian because he actually stopped Roman expansion near Britain (that's where Hadrian's Wall is).
