Once i restart the computer it works fine, but this problem repeats. I am told that it is not an earthing problem.

You could earth the casing by attaching a wire to it and then the other end to a known earth connection (metal water pipe, earth pin on a 3 pin plug, spike in the ground etc.) At the very worst it will trip a fuse but it may save your life.

Check the mounting of your motherboard to the case. Also check for lost screws inside the case. This usually leads to the grounding of the case.

has to be something with the power supply. or there is a wire touching the case. unplug it, crack it open and check visually.

UNPLUG IT A THE WALL and take it to a computer repair store.
