Sounds like the video refresh settings are wrong
Try booting to SAFE MODE, (Tap F8 repeatedly on power up till you get boot menu)
Thenchange video settings to something lower, something standard like 1024x786 @ 50HZ test like that
If ok, gradually adjust resolution and use windows oprion to ajust without reboot, then if the image fails, hit ESC and it should go back to last mode.

Boot into Safe mode, F8 when windows is starting. If you can boot into safe mode, which you should be able to and the screen stays up, then its a problem with your graphics settings. While in safe mode, go into device manager and remove the Graphics cards in system properties.
Reboot the computer and load XP as normal, then reinstall the latest drivers for your cards.

going to safe mode isn't the solution because his screen displays blank.
this happens to me all the times, what is did is isolate ever component that can be inserted into the pc. my bet is that you video card was not inserted properly. try removing it and placing it back. you must hear a snap.
if it wont work then, try to isolate every component
1. remove all cables, memory, floppy & hard drive cables, pci cards, graphics cards. :. everything that can be removed except the processor.
2. now return your memory back, be sure that it snaps when you insert it.
3. turn your pc on. then test your video card, harddisk etc. test you pc with every component you place back in by turning it on again and again.
3. if this wont work. something might be wrong with your processor try adding a silicon gel or its fan might not be working well.
4. of still wont work, bring your pc to a repair shop.

If you can get it to boot in safe mode, then there is a software problem, like drivers if you have done any recently, you may have to reinstall your OS, but do not if you can absolutely avoid it....
If not then it is a hardware problem.

Try opening the case and putting a fan next to it. That's what I have to do for mine, my hard drives constantly over-heat.
