Are engineers that design computer chips/circuits still around in this country or are they all outsourced? Would going into this field in the US be a viable option or a no go?

Chip design has also been automated, to some degree. There is no demand for thousands of chip designers. I would definitely have a backup plan.

I know that Intel offers Engineering jobs in Calgary, Vancouver and Toronto, im not sure about AMD though.

Yep. I go to RIT and the Computer Engineering major is huge.

Try being a Cheff!, you wont be rich, but at least you would know how to cook, and will have fun!..
