It all depends upon what kind of tickling you're talking about, the way it is done, how long is it done for, and, most importantly, how does the one getting tickled feel about it. When my niece was little, she loved getting her feet tickled, and often would plop them in my lap when she came over, expecting me to oblige her. But, she also knew I would never do it hard and mean, and would always stop when she just said the word. That kind of tickling is O.K., because the one getting tickled actually wants it, and the one doing the tickling is being respectful of the other, never violating their comfort zone.
Then there is the type where people think it is so funny to see another laugh involuntarily to the point to where they either can't breath and/or have an accident in their pants. They don't respect the other person's boundaries, and the tickling is very hard for long periods of time. This type is sadistic torture! It is not being used for playful fun between two people, but, rather, for one to have domination and control over the other, by making them sound like they are happy, when they are really mad and resentful at what is happening.
The key as to whether it is or is not is how does the one getting tickled feel about it. If they are enjoying it, and it is not causing them any physical or emotional problems, then it is playful fun. If not, than it is sadistic torture.

Well, personally I don't consider tickling to be torture for me because, although I am VERY ticklish, I love tickling and being tickled because I consider it a wonderful way to play, have fun and bond with those I love. I also love to laugh on a daily basis. However, for some people who genuinely don't like being tickled and may have been tickle-tortured by friends, siblings or parents as children, it's only understandable that those children would grow up to be some of the people we meet today who claim that tickling is truly torture for them.
I love tickling, but even I would consider it to be torture if the tickling was relentless and the person tickling me didn't stop soon. I've actually been tickled for longer than I can take (I can't take being tickled for more than 2 - 5 minutes, depending on who's tickling me and how good they are, LOL!). Once my sister's ex-boyfriend tickled me so badly that my sides hurt and I genuinely couldn't breathe. I was gasping for air and just barely had enough air to gasp the words, "I can't breathe," to which he immediately stopped (he was one of my good friends at the time).
So, yes. Tickling can be true torture if prolonged and it has even been known to kill people when they used tickling as torture in Medieval Times.

The key to this debate is whether the tickling is consensual or non-consensual.
I am a very ticklish tickler but I can only have fun with tickling if my partner is also having fun with the tickling.
When a stronger person excessively tickles a weaker person who is not having fun at all or when this tickler uses this as a method of unfairly extracting information from a person in a non-consensual way, it can definitely be considered torture and, in some cases, it has emotionally scarred some people.
When two or more consenting people get together for fun tickling, it cannot be considered torture.
When parents playfully tickle their babies or when couples playfully tickle each other in the name of bonding and having fun, there is definitely no torture involved there.

Although extensive tickling is sometimes used as a form of torture or as part of foreplay. Very pleasurable.

I think it is too. It's something you really don't want to have done to you...but the displeasure is masked by involuntary laughter, so it seems benign and harmless.
I'm very ticklish...my dad used to hold me down and tickle me until I almost passed out...yeah, I'd say that's torture.

Yes, it could be a form of torture if done excessively. It is good foreplay and in mild doses on certain body parts is erotic.

YES!!! I totally agree! Whenever someone tickles me, I HATE it!!! It is sooooo annoying and almost painful to be forced to laugh uncontrollably even when you don't want to!
