Since you found it I would first try to return it to its owner. Try calling some of the numbers. Somebody is probably really upset that they lost it. What comes around goes around. If you choose not to return it, you can call at&t and activate it I suppose. That's what I have done in the past when I purchased used phones off of ebay.

Call AT&T. They should be able to find the "true" owner, and then you can return the iphone to them.

Yeah...Actually you might have to call apple... becuase to activate an iphone you have to do it through itunes.

the only thing you can do is force it to recovery mode and then restore it. then you ll be able to activate it
