I can think of a few to get you started;
Rory Gallagher - Irish
Les Harvey - Scottish
Tony Bourge - Wales

This question was inspired by a certain person who seems to think that there aren't any great guitarists from any of these countries. Depending on ones musical knowledge, I can see how someone might come to that conclusion. I can think of dozens.

Christ, I'm so busy at this moment, but I couldn't resist this one:

Irish-yes, Rory Gallagher: can't top him

Welsh- I'll probably get knocked for this one, but I love Dave Edmunds, who's probably better known as a songwriter and producer than a guitarist (but he knows his stuff) and Andy Fairweather Low, who used to be Eric Clapton's backup guitar.

Scot- William Reid of The Jesus and Mary Chain ("Psychocandy," 1985). Love what he does with distortion and the wah wah pedal.

Well, Rory Gallagher was the first Irish one to come to mind.
Technically, Mark Knopfler is Scottish {born in Glasgow}!
But I can't think of any from Wales.

Wales - Robert Glover

Scotland - Jack Bruce, Mark Knopfler, Brian Robertson (Thin Lizzy), David Byrne, Donovan
Ireland - Vivian Campbell (Def leppard), Eric Bell (Thin Lizzy)
Wales - Spencer Davis, Pete Ham (Badfinger)

Edit: The Edge was born in London I believe.

I'm familiar with Rory Gallagher and Les Harvey but don't know the other one. Sadly, Les Harvey, who was with Stone The Crows, was electrocuted onstage when his guitar malfunctioned.
