I well remember the bombing in WW2 where I lived in Birmingham when everybody helped each other especially if there house was hit . We all shared our food , clothing and gave shelter to the ones who had lost their home. However I do not agree with the second comment.Bad things never happen for a good reason, at least I can't think of a single example.

I think that you have been handling the situation wonderfully. I disagree with some of the other answers that you should talk with your sister-in-law. If he does end up proposing, there is no reason for you to ruin the romance and surprise. What I WOULD do is ask the boyfriend how much they (him and your sis) have talked about marriage. Most couples that are ready for marriage have talked about it to some extent. Maybe they have talked about it and she led him to believe that she was ready- if that is the case then you have to let him do what he's gonna do. You just need to let him know the risks he's facing (although you already have). He may be so much in 'puppy love' right now that he isn't quite weighing all the possible outcomes. There's only so much you can do, but it sounds like you have done all the right things so far. You may be convinced that this will go badly, but maybe it will work out okay if he goes for it around Christmas time. Even though he is proposing soon, that doesn't mean that they have to get married soon. Engagement is will just be taking their relationship a step further, and maybe she really is ready for that. If you talk to him again, just make sure you make it evident that you are doing this because you really do like him and want to see them together SOMEDAY.. just not this soon.

I think it has the potential to bring people closer together. It doesn't always happen that way, but if you can weather the storm together, your relationship will be stronger because you'll have a stronger foundation. Yes, I do believe that everything happens for a reason. You might think a situation is bad, but I always try to learn something from each situation good or bad.
Best wishes!

Hula wabbit pretty much says it all. Tough situations can draw people closer together, but some situations seem to be too tough and tear the people apart. It might be because they forget the important things.. their love, that they are not alone...etc.

Absolutley.
nothing is good or bad, until you judge it to be so
I think the universe makes "bad things" happen
because you are blocking out an easier way for it to happen

Sometimes it does...I think sometimes something "bad" has to happen in order to make things good...or better anyway.
