I was trying to call this guy's cell phone and I keep getting the message "the number you are trying to call is not reachable". Does that mean his phone service is cut off, or is he just in a bad area? He called me a few days ago & left me a message, so i'm trying to return his calls.

All it means is that "the number you are trying to call is not rachable."
It is a generic message, and you cannot assume anything else from it. It could be cause the cell service is cut, it could be cause he is in a bad area, it could be cause hes getting probed by aliens, its a generic message.

This is an automated message from some cell phone providers such as AT&T, Cingular and several others that lets the caller know that the number they are trying to reach is either out of service range (in an area without coverage), disconnected, or temporarily unreachable.

I wondered the same thing. It means they have a phone that they have to buy minutes for and their minutes have run out. My son's phone does that. When they recharge it with minutes, their phone will work again.
