Well I told my friend, my friend got a level 95 account, 20 minutes later it didn't work.
That was considered two rules being broken, Account sharing and encouraging rule breaking, I still don't understand why that message effected me that badly.
But anyways - I have been attempting to be a moderator on Runescape, never really break rules, report rule breakers and help some people etc. Is there still a possible chance I can be a moderator on Runescape? >.< Lol, thank you. :-)
Cheers.

Yes, but getting black marks really doesn't heighten your chances.

Good Luck.

It's possible, but don't count on it. Jagex is so stupid. One time, I heard Jagex offered someone to be a mod right after breaking some rules. Don't know why. Sometimes, if you type an offensive message to them for the appeal thing, they accept it. lmao. excuse me for my language, but I said "f**k you g*y ***holes" (I said the real words, no censors), and it got accepted. I laughed so hard...

Its possible but not likely & it gets more unlikely with each black mark.
