Thermal capacity of iron prevents the paper to reach ignition temperature. Actually copper is better and make sure the paper is tight against the surface of the metal.

Sorry my mistake aluminum is better
Cp iron = 0.450 J /(g K)
Cp copper = 0.385 J /(g K)
Cp aluminum = 0.897 J /(g K)
