You can't do anything about the state of their garden. It's theirs and they can have it however they like. As to the nosy kids, grow a hedge. Takes a while but it'll eventually shut them out. In UK after 10pm you shouldn't make a lot of noise which could disturb your neighbours - that means DIY and drilling etc. Also in the Summer when windows are open you shouldn't disturb people in their gardens with excessive noise. I think there's a law about bonfires and when you can have them. If your walls are paper thin, then TV might be a nuisance to them and vice versa. Maybe an agreement with them to use earphones. That's a pain in the neck but better than falling out with your neighbours. How about insulation? Don't know what you can do about a dog barking though.

If their garden is as bad as you say phone the Environmental Health and just say you have seen mice and rats in their garden. That will do the trick

I think you are allowed to make reasonable noise until about 10.00 pm in the UK

Do you live next door to me as this situation sounds familiar.
And stop calling my kids noisy brats....they're simply mis-understood.

It is not wise to start a war between you and your neighbor. If you mind your business they will most likely do the same.
