Any law created by the United States Congress would have jurisdiction. Exclusive jurisdiction would be a matter that is extensively regulated by the Federal Courts, and therefore any state law will have to subside to the Federal Law because of the "Supremacy Clause" of the United States Constitution

Issues of FEDERAL law are the exclusive jurisdiction on Federal courts. Issues of STATE law are the exclusive jurisdiction of state courts. Legally, you can't even appeal an issue of state law to the Federal courts unless you raise a Constitutional issue.
