You may be able to get permission from the superintendent if you explain why you want to go up there. Depends on the building.

You will still need a top-quality urban light pollution filter for your telescope.

If you don't get permission, you will be breaking the law, and the result could be really bad for your life. So get permission, or don't go.

Or move to Arizona where the night sky is clearer. Try www.darksky.org.

Well, if you can see the switch that triggers the alarm, it is one of two types - normally open, or normally closed. If it is the normally open type, you can just disconnect one of the wires going to it. If it's normally closed, a jumper between the two wires will do the trick. Alarm systems are usually low voltage, so no need to worry about getting shocked. How to tell which type it is? Well, if disconnecting a wire sets off the alarm, it's a normally closed switch. If not, it's normally open. Be sure to restore the system to the way it was after each viewing session.
In no way do I endorse or condone what you propose to do. To do so would make me an accessory.

your best chance to go and talk to the security of the building abd tell them what you wish to do and then maybe they would even like to have a look at the amazing things out in the universe or maybe the building manager,
