Specifically, is it punishable by law to fly/display another national flag above the U.S. flag, to the right of, or both?
I know the Constitution addresses this as UNconstitutional, but why do I see it happening so often, especially with the Mexican flag?

I bet if you messed around with the Mexican flag they will have like rallys and crap about how their flag is being desecrated lol go figure.

If you are in the U.S. the American Flag should fly above the other flags or at least at the same height if the Mexican flag is being flown on top of the American Flag I would be outraged you should voice your opinion while you are still entitled to it. And yes sparky it is a big deal Men and Women have died defending our Country and the Flag is a symbol of that it should be treated with respect

Well there are laws, but nobody ever enforces them. I don't know why people want to fly other countries flags if they are here.

Punishing someone for flying another flag above the American flag or flying it "incorrectly" would be one of the dumbest things I've ever heard of. People should be able to do whatever they want with the flag. It's not that big of a deal.
