Other than enrolling at a school dedicated to design, many colleges do offer design programs. However, they don't all give them the same name. I've seen colleges call it Fashion Design, Apparel Design. The school I attend refers to it as Fashion Merchandising. If or when you know what school(s) you would like to attend, you should find a handbook detailing the majors (should be available from the schools' websites). You should be able to read descriptions of each major.

Both are in the field of ART, and if you go to an art institute you can get a very precise degree in either. At any school, you want to start with a very basic art education...learning about form, color, lighting, line, composition, etc.
You will need basic skills in drawing for both careers, even if it is just sketching...as well as some experience in photography, at least how to take a decent pic, even if you don't develop them yourself.
You will also want to study up on your textiles. Learning about different fabrics, learning how to sew, for either of these in particular, even if every artist doesn't need to know how to sew.
You also want to get some business courses because quite frequently, this is a career where, the better you are, the more likely your name is on the door.

Clothing and Interior designing are completely different things. Clothing is for fabrics, cloth-making, etc. Interior designing is for the house's structure, design, and so on...
