Actually, the internet are driven by a few super servers in U.S. If those servers are set to Denial of Service, the global internet would be shut down. However, those servers are guarded heavily, even under control by U.S. Airforce. If Russian want to shut them down, they need to physically bomb those buildings where are deep underground.

Anyway, Could Russian do any thing more within those 5 minutes time.

Nope, it won't prevent a retaliation by the U.S and it's allies. The U.S. runs attack & defense scenarios all the time - they have considered this possibility and have multiple nuke-launch detection systems including satellites.

Some of their computer systems have servers (with backups) that have dedicated lines protected by the highest security means available.

What you are referring to as the internet is actually the World Wide Web (WWW) and the military does not use the web. They have a completely separate internet that we do not have access to.

World security has never relied on the Internet thank God. If it did nukes would be flying all over the place

any country has the ability to "disable" certain systems. the extent that you ask are not possible though because the internet has nothing to do with a first strike or a retaliatory strike as these are monitored by satellites owned and controlled by the U.S.A and by other countries as well as potential threats.
