"Masses" means all of the people of a city or country.
Mao Tse Tung was a communist in China. He was saying that revolutions against imperialism and feudalism that oppress the people happen and can only happen if all the people of a country revolt against them violently under the guidance of the communist party.
In the end, the communists themselves became oppressors that none could overthrow.

I think it has to do with communism and the idea that a revolution (a major change in government) is something that the common ppl/working class come together in unity and work towards a common goal. I wish Americans would start a PEACEFUL revolution and get these weirdos out of our government. All we do is whine about how much GW sucks and all the others, but we do NOTHING!!!

well a revolution normally involves a large group of people (lets say a country). That large group of people are the only things you have in comparison to a weapon.
