i was over charged for installing a radiator i now have to go to court am now trying to get quotes but no one will quote me if they cant see the car which i cant show them because the traders wont give my car back unless i pay them! i would like to know who to contact to find this information!

No one. A dealer can charge anything he wants. you have the decision to accept his prices or not.

The Department of Fair Trading regulates businesses in general, but there's no equivalent to the "Bureau of Automotive Repair" found in many American States.
