They both go hand in hand. The best option would be to know both. There is definitely money to be made in the business, since the web and the technology only continues to grow.

There has been an increase in the number of classical (legacy) transaction systems which have been rewritten and rearchitected as web applications. I would suspect many commercial applications from ERP, Supply Chain Management, Financials, HR and of course ecommerce are heading this way (if not already there). In which case you have to be good on the on both the web side as well as the application programming side. A little Graphics skills are useful, dashboard design, and data base administration, etc.. Smaller companies and smaller Agile teams can't afford a bunch of specialists anymore. Designer/Programmers who can contribute on multiple levels are in demand in Small and Medium business marketplace. Learn them both if you can. Single focus specialty skills can be off shored in which case it doesn't matter what you made.

Webdeveloping can be done by a trained monkey (and in the early days of web development, done by untrained monkeys).

Web developing can make money because of the associated skills, such as graphic design, animation, advertising, marketing, writing and ...PROGRAMMING.

But web developers are likely to make only a small amount of money because anyone can learn to do the basics.

So why make a decision, study both and work in web software development.
