I'm new at this and haven't been clear, sorry
so, here goes. For 8 years all was fine at home, recently hot water began coming from the cold water tap in the upstairs bathroom sink, there are two handles (hot & cold). We haven't changed any plumbing in the house. The hot comes out for about the first ten seconds then it goes back to cold. The toilet has one shut off valve and the water in the bowl is warm, always has been and the previous owner told me it is that way to keep the tank from sweating. We located one mixing valve, took a close up pic. and brought it to the plumbing supply, they told us they never saw that type, we did not change it. What could be wrong?

Somewhere there is what is called a mixing valve. It's a value used alot of times on showers installations where you have one valve to open the water for the shower. What takes place is as the valve is turned from the cold water side to the hot water side you are adjusting the temp of the water at the shower head. What it sounds like is that there is a small amount of hot water leaking into the cold water side when the valve should be off. Try to get the make, model number off the unit and take it to a hardware store, for the replacement cartage for that valve. Remember before you do any work on the valve the water is off to the house to avoid a flood.

During the summer months, my home has hot water coming out of the cold. The reason for this is due to my routing the water lines in the attic of my house and not buried below the slab. This was my personal decision I made when building the house. If the pipes are copper they are subject to this condition because the attic heats up and so do the pipes. After a short period of time with the water running the problem corrects itself , but rather than waste water, I choose to keep a bottle of water in the refridge and ignor the situation. It aslo saves on my hot water heating.

If the hot water is recirculated, the check valve could be stuck open.

If the hot water is recirculated, then in addition to the Cold in & Hot out, you'll see a 3rd water pipe going to the water heater (the recirc line), and it will most likely have a small pump.

We have the same situation as Allen, only I routed some of our water lines directly over one of the main heat runs in the basement. It does a great job of heating the water in the uninsulated pipes right above it in the winter months and only takes a minute or so for the cold water to displace the warm.

mixing valve is bleeding across, as long as every thing works and is fine don,t fix it,
other wise replace the mixing valve,
