A transsexual, by definition is a person who has surgically altered his/her body to resemble the body of a person of the opposite sex (I thought that this was common knowledge- with this I am referring to your answerers, who seem to have no idea of what you are talking about; your question does have merit in that it shows a curiosity borne out of knowledge).
With this information we can infer that the transsexual (or trans gender) is NOT a hermaphrodite:
Hermaphrodite is a medical term that refers to a person that is born with two (2) sets of genitalia: one male, and one female. This used to be a problem (both psychological and physical) before; but with modern surgery as advanced as it is, most cases are operated at birth or soon after: the least developed set of genitalia is removed, leaving the person to grow up as whatever was left. Very few and rare cases happen now days that are not operable during infancy (the two sets of genitalia are too close together, kinda meshed, or equally developed or undeveloped), those grow up as hermaphrodites (not trans genders, Robellio..., trans gender is a nicer or politically correct way of calling transsexuals), and are operated when adults, or remain hermaphrodites the rest of their lives; whichever they choose.
Now what you describe in your question is not quite a transsexual (at least not a complete one).
The man you describe (biologically it is still a man, since the female attributes he has are artificial, or at least artificially stimulated into being) is a man who is halfway into becoming a complete transsexual. He may have stopped the changes to give his body some time to adjust to the first changes (maybe under medical recommendation), or maybe because he still does not have enough money to complete the transition (as the operation that is left to do is probably the most expensive one), or maybe he got scared halfway there and decided not to continue, or maybe he wants to stay like that because he likes it.
This then is simply a man with boobs, culturally known as a she-male. He may want to be regarded as a woman, though, and contemporary society (at least in more or less advanced countries) has decided that this is acceptable socially, legally it is another matter and each country has its own rules.
Now the question that a lot of people probably have is: Is the transsexual's gender his/her original one or the new one?
And this indeed is a very good question.
A general (yet ambiguous) answer would be:
Genetically a transsexual still has his/her original gender, since hormones and surgery do not alter the genes (this may change in the future!!!), socially now days most communities accept the transsexual's gender of choice, usually by ignoring the individual's medical history and accepting him/her as a new recent member of the community, although this is usually normal since most transsexuals that want to lead a non-celebrity life move when the transition is done.

Just more physics jargon ... I am not even sure if this is correct anymore ... Photons and gluons are strictly massless. They are the gauge fields of unbroken symmetries (unlike the weak vector bosons). Due to the strong force and the self-interactions of the gluons (the strong force originates from a non-Abelian group -- so there is self interaction among the gauge fields -- the gauge fields themselves are charged), there may be gluon condensation and the condensation appears massive. As they are massless, they do not directly interact with Higgs boson at the tree-level. At higher-loop levels, there are interactions because you can have all sorts of virtual particles (i.e. particles that are not 'on-shell'). The same likely goes for the interactions with gravitons (the particle interpretation of the gravitational field). Photons curve around large bodies. Photons can not escape black holes once they are in the event horizon of the black holes. However, those two things are somewhat independent, unless the curvature of the photon trajectory is induced by the black hole.

Gender identity is set before you are born as part of the basic neurology of the brain structure. Chromosomes are not the final say in male or female as there are many combinations besides XX and XY that result in different body types and most people take the XX and XY on faith since it is never checked most of the time, the process is expensive.
A transsexual is either a man or a woman based on their internal sense of gender and change their bodies to match that identity, that's the definition of transsexual. It is extremely rude to use "it" to refer to anyone. Hermaphrodite is an outdated term considered insulting by most intersexed people. Intersexed refers to a range of over 150 different birth conditions that make physical determination of sex unclear or genetic conditions different from the standard XX XY chromosome arrangement. I think that covers most of the misinformation and ignorance displayed by the majority of the people answering here. If you want decent information listen to Laura, Diane and myself as we seem to be the primary informed people posting here on the topic.

They are a person, not an 'it', and the polite thing to do would be to ask them how they would prefer to be addressed.
Interestingly, many young men are begining to grow breasts naturally because of increased levels of estrogen in intensively raised chickens.

This is now officially being called Inter-sexuality.
The external organs of the individual is a combination of male and female, as could be the internal reproductive system.
The most important factor, however, is how they identify. They can chose to identify with whatever gender (social construction of male or female behaviors and characteristics) makes them more comfortable, and even have surgery to make their bodies match their mindset, should they decide that is something they want.

A transsexual person's gender, like everyone else's, is determined in the hypothalamus of the brain, regardless of his or her genitalia or chromosomes. It's set before birth, and unchangeable.
A transsexual woman is female, whether she has a penis or not; likewise a transsexual man is male, whether he has a penis or not.

Since the penis removal/vagina sculpting is the last stage of the surgical procedure for a M to F transexual, and the vaginal closure and penis implanting the last stage of F to M transexual surgery, Male.I note you didn't say that it also had a Vagina, and that would make it male. Mid-course M to F transexual.

I'm am a transexual and I am pre op so I would still be considered a male. After surgery I will be considered a female by people, but on paper I will still be a male because I do not have an ovary. I hope this answers your question sweetie!
