I don't really know but it sounds like your niece still has some bereavement issues and hasn't let go of your deceased mom yet. She may not be able to face the facts yet that some one else is living in her home.

Perhaps it may be hard to do, but just ignore her actions for now. Perhaps at a later time the two of you could discuss issues that dealt with your moms death 2 years ago. She may bring some kept feelings open.
