Is it legal to ask for people to donate money (for whatever reason) to you? Like, the guy from Saved By The Bell, when his house was being lost he asked for donations to save it, was that legal? Can anyone do that?

Sure, as long as they obey any laws and ordinances about where to do it and how to do it.

Yes it is, as long as you don't misrepresent "why" you're seeking donations.

You can ask people for money, but if you say "Please give me money because I have cancer and need to pay my medical bills", that's illegal. (Unless it's true)
