wanting to attach elastic to garments?

I am wanting to attach elastic to a garment, but I really dont remember what to do, could anyone out there help me out?

i am assuming it is the waist...measure elastic giving extra 1 in to sew together....if you have a casing to run it in attach safety pins to both ends of elastic and thread thru...if no casing..buy bias tape sew on and then thread elastic thru sew ends
