Many sound editors can change the pitch without changing the tempo.

A high pitched ringing in the ear can be tinnatus - a condition of the inner ear, may be worth while having your ears checked - another possibility would be that you're imagining it as you dont like silence?? Scientifically, sounds are reverberations or echoes, maybe there is something in your room that makes a small noise but you can only hear it when there are no other noises drowning it out.

You will probably need some sort of video and or music editing software to do this. They have effects in the programs to do that sort of thing.

The only way i know is to speed it up, but that one you have is the same tempo so I've got no idea how they did that! Sorry

speed it up like if u record somethin in Sound Recorder (im not sure if u hav it on ur comp.) n then pla it after speedin it up it'll sound hi pichd
