make a gift. Buy some yarn and knit a scarf. Or make a blue jean purse. There are lots of instructional Dvds online for these kinds of things. You could also bake their favorite cookies, and put it in a gift basket with other little trinkets like candles and a fancy card.

I agree. You definitely don't need a friend like that. Gifts and money are not what friendship is about. Sharing is though, and you are simply trying to espouse this value. To answer the question though, I would give her a fake itinerary of your alleged (nothing is proven until it's on film) rendezvous. It is free to make, negates the need to ever buy her anything again as you won't be caught, and gives her something to do since she clearly has far too much time on her hands which she is currently using to catch you.

You can usually get yarn relatively cheap if you know how to crochet, you could make towel toppers (buy hand towels from the $1 store) or crochet some scarves.
Go to the thrift stores (Salvation Army). Usually they have some sort of half price day or a certain color tag is half price off--you can find a lot of cool used stuff there.
Make cookies! Everyone loves cookies. :)
Get $1 store mugs and spoons and boxes of hot cocoa, and search the internet for a recipe for "flavor spoon" recipes.

Make them a picture frame. Go to your local craft store and pick out a wooden frame (about $1-2 a piece). Decorate it with your friends interest and hobbies. Write 'friends' across or a cute little saying such as 'We're more than just friends, we're sister'. Search 'friend' quotes on google and you should find some.
Or make them each a photoalbum with pictures of everyone.
Or buy everyone a friend mug and put hot chocolate in it.

One of my most memorable gifts from a broke college friend was pasta. He bought a cheap lucite jar from Wal-Mart and filled it with that holiday shaped colored pasta, and bought 3 wooden spoons. Total was under $10. I still have the jar and the spoons.

I may be a hopeless slob, but I get more joy out of sincere notes, written on lined paper if necessary, than any expensive give can give me.
Make a list of people you care about, then write them a note and tell them ... it doesn't have to be an expensive Hallmark card. Trust me ... it will grab their heart. Wouldn't it grab yours?

Hand made stuff!
Just remind yourself that if you can't spend your money, spend your time.
Buy cheap crafted stuff.. you can make a special ornament just for them ( if she/he has a tree)
or, knit them a scarf/gloves/whatever
anything! But put alot of though into it.
That's what makes the gift special =).

Bake them all homemade cookies! Package up a variety of baked cookies (gingerbread, chocolate chip, oatmeal, etc.) in a box and tie a festive ribbon around it.
