You've got some good suggestions, especially on looking for different patterns that meet different needs of the dress. I'm a costumer and that's what I do frequently: combine this sleeve with this neckline and this skirt. As to the skirt, I think you'll find it easier to line the black portion than to try and turn and hem all the points. Cut two skirts, put right sides together, sew the jagged hemline together, and turn right side out. I actually would suggest doing the same with the white points, simply because making a section and sewing it to the black overskirt would show a seam line all around the skirt. The gloves would be made of lycra, a stetchy lightweight fabric. But keeping those points in place won't be too hard, if you know a trick. You can't use an interfacing because then they wouldn't stretch. BUT you can use toupee tape (available at stagecraft supply stores) and stick them to your arms. Toupee tape is clear, double-sided tape and very useful in such applications.

You can draft your own. Go to http://groups.google.com and search for the combination "hakama sharon" for information from a lady who's made very credible hakama.
