Its about 70 gallon tank

if its tap water add it to (i use a bucket) but add it to what ever you use to add water to the tank before you put the water in the tank put it in that make sure the water is as close to the tank temperature as possible

You need to add some type of water conditioner, but you should base this on what your water company uses to treat the water in your area. It used to be just chlorine, but companies are switching to chloramine because it doesn't dissipate after 24 hours. Novaqua will remove chlorine, but it only breaks up the chloramine molecule, so it releases ammonia into your tank (relatively small amounts are toxic to fish). Amquel will bind it, but because any ammonia and nitrite are bound rather than being converted to nitrate by the bacteria in your tank (and despite what manufacturers claim, bacteria don't appear to be able to use the bound forms as well as the free) these will still show up on water tests. Since the water tests don't discriminate between forms, you may have an excess of ammonia or nitrite build up and become fatal to your fish.

If you have chlorine in your water, I'd stick with the Novaqua only. If you have chloramine, use the a product that removes or neutralizes it (not "dissassembles" or "breaks the chloramine bond"). Using both is excessive (and expensive!).

You should always add a water conditioner to the tap water you put in your tank. Novaqua is a good choice. I personally have never used Amquell, but as long as it neutralizes the chlorine and conditions the water it should be fine. They are probably very similar.
