The people of each state elect 2 senators for six year terms. About 1/3 of the senate is up for election every 2 years.

The founders intended the States to pick their senators in anyway they saw fit. They they would be like the ambassadors from the state government to the federal government.

The constitution has been amended so now Senators are all directly elected by the people. They no longer have any loyalty to the state government only to the people. I think this is a bad thing and this is why the federal government continues to take powers and rights away from the states.
