In his latter years my Dad enjoyed woodworking too.
He enjoyed the magazine subscriptions that contained plans and projects.
Don't bother with tools. It's kind of personal and men like to pick those out for themselves. A gift card to a home depot or Lowes would be great though.

You are probably tired of looking through stacks and stacks of projects on woodworking in magazines and books of all kinds for some instructions on how to do a certain project. Here is a site which offers 16000 plans https://tr.im/WoodworkingProjects
How would you like to have woodworking plans (actually thousands of them) available to you anytime you wanted them. It would be so easy when you do not have to paw through all kinds of old magazines but have it right there at your fingertips.

Find him a good shop with different kinds of wood.
These are hard to find.
Do not buy a gift token for that shop, maybe he is not interested in exotic woods yet.
But you can give him money or a home made token for wood and/or tools so he can go to the shop he likes best.

Just go to home depot or Lowe's, tool depart. some one can make suggestion, there is always something a wood worker needs or wants.

Go onto Ebay and get him some scrollsaw material to work with. A good seller is woodchoper0, I have dealt with him before and He will treat you good.
