Licensing Law in England, Wales & Scilly Isle is govered by the Licensing Act 2003 which came fully into force on November 2005.
Every venue that sells alcohol now has a 'premises licence', a 'club premises certificate' or a 'temporary events notice'. Each of these is specifically tailored to the individual venue, there are no longer standard hours, therefore potentially 24hrs 7 days a week is possible although in practice very few extend that far.
Every outlet should display a summary of its licence conditions and you can therefore ascertain the hours of sale applicable to any venue you are interested in.

At present the legal age for buying alcohol is 18. However it is very difficult to judge the age of teenagers and young adults and unless they have ID with proof of age, then at the store where I work, we will refuse the sale if the person concerned appears to be under 21. This may seem harsh, but if caught, not only does the company get fined, but the assistant does too and it's a lot of money which the company does not pay on their behalf. We also have problems with underage kids giving money to other customers so they can make the purchase for them. It is though, an offence for a customer to do this. I don't know what the answer is, kids always seem to find a way to get what they want. My daughter has been allowed the occasional glass of wine with a meal at home since she was 12. She's 15 now and still has the occasional glass, but otherwise is not bothered if she drinks or not and doesn't need alcohol to have a good time at parties with her friends.

Your "debate" shows a complete lack of any sort of class from the youth of today. "Cut-Off time?" Pardon me boys if I "sneeze" in your general direction.
