Simple.
Upload the pic to http://www.imageshack.us and copy and paste the link that says " Direct Link to image"
On Youtube
Go into your account and then click on "Channel Design"
Under "Advanced Design Customization" you will see an option "Background Image (URL):"
Here you will input the link to your picture and click on "Update Channel"

ummm...where did you get the pic of miley? just copy that pic from wherever you got it from and save it to your computer. Just do an image search of her and pick what you like.
