Yes, it can run. If you got any chance,try to observe how they run. Try to ruffle the hair on the cat's back with flea. The fleas will quickly move running to the underside. If you roll the cat over, you got high chances of seeing the fleas running on the cat's tummy. They tend to jump to move faster but they do run as well.

The question is not CAN IT, but HOW EFFECTIVELY? It would be more effective for the flea to jump, because that's how it's appendages work best. Other examples are:

Penguin - yes, a penguin can walk, but it can swim much faster.

Kangaroo - yes, a kangaroo can walk, but it can hop much faster.

Seal - yes, a seal can walk fast on all fours, but it can swim much faster.

Me - I can walk, run, jump, slide, skip, hop, but give me a good book and a milkshake and I'm crashing on the lounger.

It can crawl I don't see why it would crawl fast though when its much more efficient for it to jump.
