'Twinkle, Twinkle, Little Star' is NOT by Mozart. This is a myth. He did, however, write a set of variations on the tune later used for the song. Mozart would have known the tune under its original French title 'Ah, vous derai-je, mamam'.

Rob and Miss Kate are correct. Jane Taylor only wrote the English words, whereas the melody with no lyrics was first published in a book in 1761. The author's name was Bouin, so Bouin might be the original composer.

There is some question of the date of Mozart's composition, but it definitely predates Jane Taylor's lyrics.

Rachmaninoff made the same mistake when he wrote a series of variations on the La Folia theme and entitled it "Variations on a Theme by Corelli." But Corelli was not the composer of the theme but only the composer of a series of variations on the theme, just as Mozart was the composer of a series of variations on the Twinkle theme.

Many think that Wolfgang Amadeus Mozart was the original composer of this melody, a misconception reinforced by its appearance as a "correct answer" in the original edition of Trivial Pursuit. However, Mozart wrote twelve variations for piano on the melody (Variations on "Ah vous dirais-je, Maman"), now catalogued as K. 300e in the Köchel-Verzeichnis.

Mozart wrote a variation of a French piece that became what is now known as that song. He didn't write the original melody.
