Bengals. Marvin Lewis is supposed to be the defensive guru from Baltimore.
Denver was very disappointing, but they lost Pro Bowl linemen on the O-line, Javon Walker most of the season, Javis Moss, others...
The Ravens had it coming to them with their QB situation. Air McNair and Kyle Boller are not the answer, clearly.

The Ravens (thankfully) edge out my Bengals for that title. But it is crazy, when in the preseason, all the writers had the 2 of them battling for the North title...with Pittsburgh a distant third. Obviously, that never happened. But......right now, the Ravens are a team that are just completely coming unglued. Too old, not enough depth. They need to almost start from scratch.

Ravens..they won 13 games last season..came back this year with the same guys plus a better RB in McGahee and couldn't do anything offensivlely..I understand that injury has been an issue for the Ravens' D and for McNair but it still doesnt explain losing 8 straight and most importantly losing to the Dophins

The Broncos. Considering their overall talent and the fact that the Raiders and Chiefs both stunk this year they should have done a lot better and possibly challenged San Diego if not won the AFC West.
Instead they have losses to teams like Detroit, Chicago, Oakland, and Houston which were all winnable games on their schedule this year. They were handed a playoff schedule and blew it.

But to answer your question, the Bengals. This team has on paper one of the most potent offenses in the NFL yet they dont make the playoffs again. Marvin Lewis should be fired.

The Ravens, cause they talked all that junk about the Pats, and had the chance to beat them, and then weeks later on a loosing streak, they lose to the Dolphins! LOL!!!!
