Keep a journal and get all your creative thoughts in one place. Build the songs from there.
Also, get an idea of a melody and get the words to fit it. If it won't, save the lyrics for another project and try again.

Honestly there's truly no way to become a better writer. There's things you can improve on.. but no being "better" at song writing.
Songs come from your everyday life. Things, people, or objects that surround you, and there's always a story to how something got where it is today. Lyrics are pretty much poetry. In order to have your lyrics be good, they need to come from deep inside. A place where you know you've never reached before. Some people can pull a speech right out of their head. But lyrics and song writing takes time. Try slowing down! You don't have to write a song in 5 minutes. Sometimes it even takes a year for an artist to write their whole album. That means they took their time and thought things through. Lyrics are you. Their about you or something you've experienced or maybe even about someone else! But in a way it all connects back to you because your the writer. Lyrics need to have meaning. Or a purpose. A word of advice, don't create lyrics that don't say anything... meaning don't write something down that doesn't make sense, it won't get you anywhere. Listen to The Beatles, they put effort into those poems. Or today's music, listen to The Fray or U2. It's poetry. The put it together so well, that it's beautiful and people want to listen.
Write something you'd want to hear.
