The story is that im renting a house in a community where if im the owner , i can have pets, but if im not , which im not , im the tennant, than i cant have. My landlords i guess dont know about this, so with them , its fine , but its the board that causing the problems . Is there anyway i can go beyond that? Anyway that i can get the puppy and still not get kicked out ?
I need an answer desperately!!!!!

Not unless you file some kind of appeal and get the rule overturned. If those are the rules, then those are the rules.
The board MAKES the rules. so getting kicked out would soon follow.
Either live with it, or move NOW and get a dog.

There are certain breeds of dogs that don't bark (the american eskimo and the basenji ,etc.) but they do make a sound of some sort instead and training a dog to use a litter box is not an easy task. I feel that if the rules are to not have pets when you are not the owner it's best to not do that or risk getting asked to leave by the community board there. It is not worth the hassle if you want a puppy as they can be trouble to keep quiet when many breeds are absolutely not silent ever. It's too risky that someone will find out you have one and tell.

If you want a dog, you need to move. The board will make trouble for your landlord and your dog (and possibly you) will be evicted. You have no recourse on this as a tenant.
