Who would come up with the plan that PH makes the "F" sound when you already have an F?

The Ph is from Greek, and we use lots of Greek words.

The English language is a combination of the Norman and Saxon writing styles, and that was incorporated from the Norman style for some words. The reason was the orginial F was difficult to distinquish from the script S, so the sound of F was written as PH.
