For the most part, those files are deleted and no longer taking up space on your hard drive. However...

There are tools out there that can be used to recover those files. If you want files truly deleted for good, you may need to look into "file shredding" programs that actually alter the magnetic properties of your hard disk.

When you remove the file from the recycle bin, you're erasing the last vestige of Windows ability to index or find the file whatsoever ever again world without end forever and ever.

Technically, the file is still there, lurking on disk, but if you go to use that (or any) space by creating a new file, Windows will use the space, because Windows doesn't know there's something there to write over.

(That's why, when you sell or dispose of the computer, it's important to trash a hard drive. While Windows didn't know the files were there, another computer program could scan what's left on the hard drive and find those "unindexed" file remnants!)
