If a person walks on a wet surface is that person in fact walking on water?

Would there remain molicules of water between the the wet surface and the persons sole.

no. water it self cannot hold human weight. so the water will be pressed to other side of the surface. that man 99% steps on the surface, not on the water because sole and median to step have contour that allow water to move.
