it is Scorpio Ascendant
Scorpio Ascendant people have a lot of presence. There is something about them that tells the world that they are not to be pushed around. Their manner commands respect, and in some cases, fear. Scorpio rising people can be quiet or loud, but they always seem powerful and determined.

You either love or hate Scorpio rising people— they are rarely people who go through life unnoticed. In fact, some of them are confused when faced with the fact that they get such strong reactions from others. They seem to look right through people, seeing through superficiality. This can be quite intimidating to some, and intriguing to others. Scorpio rising people, in their dealings with others, look for answers by reading between the lines. Surface details are discarded when they are getting a feel for people and situations around them.

Scorpio rising people value their privacy so much, it can border on paranoia. They have a strong need to control their environment and are experts at strategy. Rarely people who will blow their chances with impatience, they plan out their moves carefully and deliberately, relying on their awesome ability to feel out others and situations.

Scorpio rising natives are drawn to down-to-earth, natural partners. Reliability in their partner is very important. They generally look for complete commitment and have little patience with flighty partners

City of birth NOT required. Rising signs are very simple to calculate. Here, I'll do it for you.

July 3 means your Sun is Cancer. Your Rising sign is Scorpio.

Ascendants are simple to calculate. Each sign rules a 2-hour increment of each day (24 hours = 12 segments (12 signs). You plug in the Sun sign at dawn 6am-8am. and just count down until you reach the 2-hour period in which you were born. You were born in the increment of 2pm-4pm (the 5th out of 12, so starting at Cancer and counting down 5.. you end at Scorpio). This explanation might be confusing but I thought I would include it just so you know I'm not making it up.

Cancer with Scorpio rising are both water signs so you are highly intuitive (almost psychic) and deeply sensitive. You also have a tendency to nurture and be motherly. You take care of your friends. Emotions run deep with water signs.

Also, your moon sign is Taurus. This is not so easy to calculate mentally, but must be researched on a chart according to birth year. I looked it up for you on this site: http://www.ofesite.com/spirit/horoscop/moonsign/1994.htm

I have no idea why you would be considered a Sag or Libra.
But your Chart Looks like this:

Sun Cancer
Moon Taurus
Mercury Gemini
Venus Leo
Mars Taurus
Jupiter Scorpio
Saturn Pisces
Uranus Capricorn
Neptune Capricorn
Pluto Scorpio

Your Ascendant is Indeed Libra.

Here is a link "your Rising is also called your Ascendant" fill in the information and you will have your birth chart
http://www.0800-horoscope.com/birthchart.php

If you were to think of your Sun sign as your soul -- your inner personality and potential -- and your Moon sign as your heart -- your emotional core -- then you could say that your Rising or Ascendant sign is your physical self or the face mask you present to the world.

Love & Blessings
