Pretty simple... a MINIMUM of 7 offensive players must be on the line.
Also, as for recievers on the line, only the outside players on the line are eligible receivers. That's why you see the "inside" receivers lining up off the line.
A for the rule I hate the most? any defensive penalty that brings yardage AND an automatic first down. its being punished twice for the same thing.

No more than 10 people lets say the qb comes out in a 5 wide reciever set there are only 11 players aloud on the field
qb has to be behind center so only 10 are allowed at the line of scrimmage

Its 7 men on the line of scrimmage no matter what players it is. I hate that the QB is pretty much untouchable without gettin a penalty

The number of people that have to be on the offensive line of scrimmage before the balled is put into play is 7. That means that there must be 4 players in the backfield. Here is more from the nfl WEBSITE:
1. Offensive team must have at least seven players on line.
2. Offensive players, not on line, must be at least one yard back at snap. (Exception: player who takes snap.)
3. No interior lineman may move abruptly after taking or simulating a three-point stance.
4. No player of either team may enter neutral zone before snap.
5. No player of offensive team may charge or move abruptly, after assuming set position, in such manner as to lead defense to believe snap has started.
6. No player of the defensive team within one yard of the line of scrimmage may make an abrupt movement in an attempt to cause the offense to false start.
7. All players of offensive team must be stationary at snap, except one back who may be in motion parallel to scrimmage line or backward (not forward).
8. After a shift or huddle all players on offensive team must come to an absolute stop for at least one second with no movement of hands, feet, head, or swaying of body.

The offensive team needs to have at least seven players on the line, but can have more.

My least favorite rule is that illegal contact or holding on the defense is an automatic first down. In my opinion, they should be applied the same as other five-yard penalties, like offside.
