Well, the BBB just checks that there are lawsuits or complaints against a company but it does not rate the franchise as a business opportunity.

Contact the local Better Business Bureau like many have said. Also, I attached a website link that gives you good information about searching on a Franchise.

You can check with the Better Business Bureau in your area to see if there are any legitimate claims against the company (like lawsuits, not just people complaining randomly).
